Through the new Venture and Growth Capital Catalyst Initiative (Growth VCCI) and Canada’s Early and Growth Stage Investment Strategy, the federal government is committing $1.75 billion on a cash basis—a effort expected to leverage over $5.5 billion in total investment alongside private capital.

For CFIN members—particularly technology developers, food and beverage manufacturers scaling up operational technologies, and post-farmgate innovators—this capital injection represents expanded opportunity for growth, commercialization, and investment.

Key Highlights for the CFIN Community

1. $1B Venture and Growth Capital Catalyst Initiative (Growth VCCI)

Administered via three dedicated streams, this initiative focuses on crowding in institutional and private investment:

  • Fund-of-Funds Stream ($700M): Focuses on leveraging private venture capital and attracting pension funds and institutional investors to Canadian innovation. (Expressions of interest are open now until January 21, 2027.)
  • Life Sciences Stream ($200M): Targets Canadian VC fund managers supporting companies in the life sciences sector.
  • Emerging Manager Stream ($100M): Supports new and emerging fund managers, prioritizing strategic sectors and regions outside traditional VC hubs.

2. $750M Early and Growth Stage Investment Strategy

Managed by BDC, this strategy addresses financing gaps at two pivotal growth phases:

  • Pre-Seed & Seed Stream ($75M): Helps early-stage startups reach Series A.
  • Later & Growth Stage Stream ($675M): Supports scaling firms so they remain anchored in Canada as they mature.

The federal government and BDC are currently seeking stakeholder input to shape the design of the Later and Growth Stage Investment Stream.
